Foam in a fuel cell / tank also prevents a concentration of fuel vapour, which significantly reduces the possibility of fire.

Best cut with a hot wire and ensure that there are no loose particles which may clog fuel filters.
The tank should not be completely filled with foam. The foam will expand upon contact with the fuel.
The fuel cell should have no more than 75% of the area filled with foam.
Fuel cell foam will typically last about five years. To determine if your foam needs to be replaced try a pinch-pull test. Take a portion of the foam and pinch/pull it between your index finger and thumb. If the foam is brittle and breaks off in large portions, your foam should be replaced.
